Nah, they just didn't have the WATTS to put him down. And anyhow only Gandalf was left. In one of his letters Tolkien says how Saruman and Gandalf are of the same type of being as Sauron (i.e. Ainur, as we all know), but that Sauron was of a higher order. And since only Gandalf was left (White or not) or the Istari to combat Sauron, it just wasn't gonna happen. Besides I believe that the Valar would trust Eru and wait for the World to be remade.
