Probably. In all events, I suspect that Saruman harbored a resentment over these restrictions, stemming from pride and not being in agreement with the nature of the mission, as well as a (growing) conviction, that the free peoples of Middle Earth just didn't have what it takes to successfully resist Sauron. His analysis, focusing on overt power, and holding such "secret assets" like Ents and Hobbits (and the Rangers of Eriador, if he was aware of them) in contempt, led him to conclude that it was self-defeating to limit the powers and purpose of the Istari and to seek ways to overcome these limits. This intention, in the beginning, was to a good purpose. It was Saruman's version of the rebellion of Feanor, or, for that matter, what Gandalf feared would become of him if he took the Ring, happened to Saruman without it, or it least from overlong desiring of it.
