The more I think about this, the more I believe this may be the case. If their body were created for them by a higher power, they would not have sufficent power to change to a new form. Radagast may have been allowed retain a limited ability to change, for reasons we do not know. This could also explain Saruman's feelings about Radagast. Envy and resentment, perhaps? Michael states "If a self-incarnated Ainu were"killed" (i.e., its body so damaged that the spirit was forced to depart from it), then the spirit was consumed with an overpowering rage and weakened." However, this was not the case when Gandalf's body was destroyed during his battle with the Balrog. When Gandalf returned he was not consumed with rage, and was stronger. This leads me to believe that Gandalf and the Istari were not self-incarnated.
