This is silly. "King of the Eagles," "King of All Birds" are figures of speech, not officially sanctioned titles with rules of succession and ceremonies of coronation and the like. By whose authority is Elvis the King of whatever it is he is suppossed to be King of. Tolkien used the eagles sparingly. Thorondor and the 1st Age bunch might have been a kind of Maiar. Third age eagles were birds, but ennobled ones. (As portrayed, they just might be worthy of a place in Fangorn's list of free peoples, but I get the impression that Tolkien didn't want to push them so far towards center stage. Still, if we think of them as one of the free peoples, then we'd have to conclude that they have their own language (only imperfectly translated or understood by others), their own history and legends(but they figure even less in elf songs than do ents), their own arrangements: they may not even have the equivalent of kings at all. Do we even know how long they live? Is Gwaihir the eagle chief of _The Hobbit_. I don't see that as established or even provable at all. My impression of the Orthanc scene is that G. and G. are meeting for the first time.
