At the time the identity of the nazgul was uncertain to the leaders of Gondor and Sauron was not known to have arisen again. Would the recovery of an artifact (however useful) be worth the potential ruin of the army and the state? The leaders of Gondor, with a few exeptions, were pragmatists unlikely to do a "Noldor and the Silmarils" excursion for the sake of one of the Palantiri. It might have been doubtful to Earnur whether the enemy would be able to make effective use of the Palantir, as it was made for the use of elves in the first place.
