Since we don't know exactly how Morgorth made Orcs, he may not have needed to turn dwarves. He would only require a pool of breeding (or genetic?)stock. : As to actually turning Dwarves, the Dwarf Rings did have a pronounced effect on their wearers. I also think there is reference, don't ask me where, to dwarves being in Sauron's forces (Second Age?). We also have to remember that Sauron was weaker than Morgorth. Although the SIL says it was hard to turn a dwarf, it does not say it was impossible or that dwarves had never been turned. The quote you are probably referring to is Silm p354: "All living things were divided in that day, and some of every kind, even of beasts and birds, were found in either host, save the Elves only. They alone were undivided and followed Gil-galad. Of the Dwarves few fought upon either side; but the kindred of Durin of Moria fought against Sauron."
