The Silmarils and Palantiri where creations of Feanor. The Elven Rings and the Elessar were creations of Celebrimbor. Together with Enerdhil (if we allow references from UT), and probably Curufin, these were the greatest of all the Noldorin smiths. However, they were all dead long before the Fourth Age, and, with the exception of Galadriel (who possessed sufficient lore to create her 'Mirror'), their knowledge had probably been lost.

I believe it unlikely that the remaining Sindar and Silvan elves of Middle-earth would have possessed the lore, the talent, or the power to create such items in the Fourth Age. The remaining elves protected themselves by simply retreating to geographically isolated areas and avoiding the affairs of men.
