: What would be the use of such creatures? As soon as Melkor or Sauron ceased concentrating on them they would become as still as statues (and as defenseless). It is a central theme of The Silmarillion that, despite his desire to do so, Melkor was incapable of creating living creatures outside the concept of Iluvatar's vision - he could only pervert that which already existed. The same holds true for Sauron (and Saruman, and Aule).

Eru was the only one who could create. The power of the Ainur, Maiar, Elves, etc. was to shape and manipulate the stuff of Eru's creation. The lower one goes in order of power (Ainur, Maiar, Elves, Men) the less the ability to manipulate and shape creation. Thus, while Melkor's ability to shape creation was the most powerful, he still could not create on his own.
