(I wouldn't swear on it though). Yet there were men, albeit aided by a lot of Sauron's magic, who were sronger than him. Strange, isn't it? Maybe Gandalf simply wasn't allowed to use his full power except in the hour of greatest need. This could have been his battle with the Balrog, and could have been again at the gate. Gandalf was accounted as the "wisest of the Maia" And Gandalf was not allowed to use his full power "directly" against Sauron, plus he was much less powerful in his human form then he truly was as Olorin the Maia Cyberlock
