You know, that's an interesting theory. Cold-drakes don't really fit into Morgoth's menagerie, if they are really fireless dragons. Glaurung appeared first, and no one had ever seen anything like him before. Somehow, he later "fathered" a brood of dragons (which were used against Gondolin). He must have had a mate, right?

So many people wonder from what Glaurung was bred. Perhaps the cold-drakes represent some of Melkor's early monsters who survived all the wars, and he used them to produce Glaurung's wingless fire-breathing dragons and later on the winged fire-breathing dragons (of whom Ancalagon may have been the father for all we know).

So, the progressin would be something like: ancient beast --> cold-drake --> Glaurung --> Ancalagon.
