Based on available evidence, it is unlikely that the Shire had any official trade agreements with the Havens. We know, however, that the small number of Hobbits who had dealings with outsiders, especially Elves, were viewed with suspicion by their countrymen. We also know that the Shire did not have a strong central government, and that Hobbits living near the borders were generally self sufficient and independent. If a few border farmers sold off some of their surplus crops, who would know? They'd want to keep it a secret to avoid hostility and suspicion from their neighbours, and to avoid export taxes. Remember that Saruman bought tobacco from the Shire and no one knew about it, and he was further away than the Havens. Selling to Wizards would be worse than selling to Elves, so it was done discretely. Did Lindon and the Havens really have no one to trade with? They could import anything they wanted by sea, and trade with towns all along the coast. Still, I think that they probably ate a lot of fish. SCA
