Yes I agree. Legolas, being a Sinda, was probably shorter than a Noldo and evidently shorter than Argaron. As far as Legolas being strong goes I think that he was very strong. He always seemed to never tire. He seemed the most fresh when pursuing Pippin and Merry. At the battle of Helm's Deep he killed quite a few orcs. So I don't see him being slight of build. I have read the letter you were reffering to but I can't remember which one it was.
