This is a fascinating concept and one which I thought about when reading BOLT, HOME, and UT. I think I speculated on it many months ago on another board, calling the concept "The Long Silmarillion" (let's abbreviate as LS). I wonder why a simple model couldn't be used to develop this, one that requires almost no organization:

The "originator" (lindil?, MM?) develops a suggested list of canonical LS passages (referenced by book, page and line numbers), in the order they should appear in the LS. This list would be published on a web site. A moderated discussion board would be set up at the web site to gather comments. The originator and/or web site "owner" would periodically incorporate changes or discard them, at their discretion.

Since no-one "owns" the list, rival lists/web sites would be allowed. Eventually the ad-hoc consensus list (or rival lists) of LS passages would stabilize. Now anyone could (by whatever means they see fit) put together a pseudo-canonical LS.

The bulk of the work (although a lot of the fun) would be for the person who puts together the original list of passages.
