"Fake shemp" refers to old Three Stooges shorts from the 1950's. To save money, they'd shoot several at once, using available sets on the Columbia backlot, and often splice in stock footage after the fact. When eldest brother Shemp Howard died, there were four shorts left unfinished. So they ended up getting his stunt double (who really looked nothing like him at all) to fill in in long shots - there would be an unexplained bucket that would suddenly fall on "Shemp's" head, obscuring his features, or there'd be a reason for him to put on a mask, or you'd see him from the back only, as Moe says "Shemp - go down to the basement and look for clues!" This was so stupid and obvious that even Sam Bruce and Josh recognized that it was just a fake Shemp when they were like 10 years old.
So years later, anytime they had someone double for someone else, he/she was billed as a "Fake Shemp."
(When Bruce did the voice of Jean-Claude the parrot on "Jack of All Trades," he was credited as "Shemp Wooley." )
