An executive producer is a producer who is not involved in any technical aspects of the film process, they typically handle, or have handled by their rank-and-file people, larger business or legal matters.

Nor is Lucas exactly the only well-known director to have his name attached to an inferior product. Look at Coppola, who has such masterpieces as "Jeepers Creepers" and "Jeepers Creepers 2" on his resume. You don't hear this brought up against him the way "Howard" is used against Lucas.
