Awfully hard to say, since each president was important to his constituents at the time. Ford inherited every problem imaginable, however. Just by maintaining status quo, one could say he did a remarkable job. One could say, perhaps, that given his decades and alliances in the House on both sides, his admin was a rare case of the legislative branch essentially running the country.
For what it's worth, even while he was still in office, Coolidge was mocked as being irrelevant. Some might say that while John Adams was one of the greatest founders, he spent 4 years being out voted and outmaneuvered by Jefferson.
