But the Ministry of Magic is Great Britain's magical government, doing for the witches/wizards what Parliament and the Prime Minister do for the Muggles of Great Britain. They pass laws and administer all such government services as are required to keep the wizarding community functioning.
There's even a loose bit of cooperation between the Ministry of Magic and the Muggle government. I think it's fair to assume similar relationships exist throughout the world, between the various magical governments and their non-magical counterparts.
